Do you have to leash your dog in Jacksonville, NC?

Yes, whenever your dog is off your own property. Jacksonville's city code adopts the Onslow County Animal Ordinance, which requires a dog walked off its owner's property to be on a leash attached to a collar or harness.1,7 In Jacksonville city parks and trails and in Onslow County parks, the leash can be no longer than 6 feet, and county and state parks do not accept an e-collar in place of a physical leash.2,8,17 North Carolina has no statewide leash law.12 County fines start at $50.7

Is There a Leash Law in Jacksonville, NC?

The City of Jacksonville does not have its own general dog-at-large section. In 1998 the city adopted the Onslow County Animal Ordinance and authorized Onslow County to run animal control inside city limits, and the city's old dog articles were repealed.1 In practice, that makes the county's leash rules the ones that apply on Jacksonville streets, sidewalks and private property.

One open question. Onslow County rewrote its animal ordinance in 2018. We found no record of Jacksonville re-adopting the 2018 version. If you need a definitive answer for a specific situation, ask Onslow County Animal Services at (910) 455-0182.11

City parks and trails

The city's own park rules are clear. Pets may not run at large in any city park or trail unless an area is posted otherwise, and the leash can be no more than 6 feet long.2,4 The rule covers parks such as Jacksonville Commons, Richard Ray Park, Northeast Creek Park and Trail, Wilson Bay Park, Sturgeon City, Riverwalk Crossing, the Henderson Green Trail and the Rails to Trails bike trail.2 Police dogs and service animals are exempt. A violation is a Class 3 misdemeanor with a fine of up to $500.2 On the city's trails and greenways, the city also asks owners to pick up after their pets.5

Freedom Fountain

Dogs are not allowed on the Freedom Fountain premises at all, "whether on leash or loose."2

The Onslow County Leash Law, Explained

The Onslow County Animal Services Ordinance applies in unincorporated Onslow County and in any town that has adopted it.7 Its core rule is simple: an animal must never be outside its owner's immediate control. That means one of three things:7

  • confined on the owner's or keeper's property or leased premises;
  • under the owner's direct physical control; or
  • when walked or exercised off the property, on a leash attached to a collar or harness strong enough to keep the dog from breaking loose.

No one may let a dog be "at large" on public property, a street, a sidewalk, a park, or another person's property without permission.7 "At large" means off the owner's property and not under immediate, continuous physical control.7

Apartment and condo common areas count as "off your property"

The ordinance says the owner's property does not include public rights-of-way or the common areas of condominiums, apartment complexes and townhouse developments.7 A dog loose in an apartment courtyard is legally off its owner's property.

What about voice control?

Only in narrow cases. Direct control normally means a physical restraint. For specifically trained or hunting dogs that respond immediately to commands, the ordinance also counts voice control, with the handler within sight and hearing of the dog at all times.7 It does not apply in county parks, which require a physical leash.8

When a dog is not "at large"

Provided the owner takes sufficient safety precautions, a dog is not at large when it is under the owner's direct control, hunting, taking part in an obedience demonstration, show, trial, training exercise, competition or other educational program, or contained by a working electronic fence.7

County parks: 6-foot physical leash, no e-collars

The only animal allowed into an Onslow County park is a dog on a physical leash no longer than 6 feet. "Electronic leashes, or anything other than physical custody leashes, are not authorized in any park."8 The county's park rules also bar dogs being given attack training.9

North Carolina State Law

North Carolina has no statewide leash law.12 Leash rules come from local ordinances: state law specifically lets cities regulate dogs running at large, and counties use their general ordinance power.12 Two state statutes apply everywhere:

  • At night: no one may let a dog over 6 months old run at large at night unless the owner, a family member or someone with the owner's permission is with it. The owner is also liable for any damage the dog does.13
  • Females in heat: knowingly letting a female dog in heat run at large is a Class 3 misdemeanor.14

State law also requires dogs over 4 months old to be vaccinated against rabies, and dogs must wear their rabies tag at all times.15,16 In North Carolina state parks, including Hammocks Beach, the leash can be no longer than 6 feet, and an electronic collar does not count as a leash.17

Where Can Dogs Be Off Leash in Jacksonville and Onslow County?

Fewer places than most owners expect. As of October 2026, here is what official sources confirm:

  • Your own property. A dog confined on its owner's property is within the county rule.7
  • Swansboro Municipal Park Dog Park, 830 Main Street Ext., Swansboro, NC 28584. A half-acre fenced area past the tennis courts, and the only off-leash area in the park. Registration with Swansboro Parks and Recreation is required; no more than 3 dogs per adult; no toys or treats inside the fence; dogs stay leashed on the walkway.22,21
  • Onslow Beach dog beach on Marine Corps Base Camp Lejeune, at the south end of the beach. Base access is required.24
  • Areas posted as off-leash. Jacksonville's park rule allows exceptions "where otherwise posted."2

Is there a dog park in Jacksonville, NC? Not a city-run one yet. The city's adopted 2026-27 budget includes a $100,000 capital project named "Dog Park," with no location or opening date published.6 Onslow County's official list of park facilities does not include a dog park.10 Some websites list Jacksonville "dog parks" that we could not confirm with any official source, so check before you go.

Beaches

North Topsail Beach

Dogs are allowed on the beach, but they must be on a leash and under the owner's control at all times. The leash may be up to 25 feet, retractable allowed. Owners must pick up waste immediately, and the fine for a leash violation or for not picking up is $100.19 The town's page gives no seasonal dog ban. Onslow County's free public beach access sites at North Topsail are Site 1 (1784-1800 State Rd. 1568), Site 2 (2950 Island Drive) and Site 4 (484 New River Inlet Road).10

Hammocks Beach State Park (Swansboro)

Pets are welcome at the park and its campsites on an attended leash no longer than 6 feet. They are not allowed inside buildings, on the passenger ferry to Bear Island, or in the swimming area.18

Camp Lejeune and MCAS New River

  • Registration: all cats and dogs must be registered with the Base Domestic Animal Control Office (DACO), Building 58, Camp Lejeune. Dogs must wear a collar with the rabies tag attached.26
  • Base housing: residents may have no more than two pets and must register each one with DACO, with a copy to housing within 5 days.25
  • Prohibited breeds in base housing: Pit Bull, Rottweiler, Wolf Hybrid and any breed with dominant traits of aggression, full or mixed.25
  • Leash rules on base are set by the base domestic animal control order. We could not obtain its current text, so confirm on-base leash rules with DACO before you go off leash anywhere on base.

Swansboro and Richlands

Swansboro

Dogs may not run at large; off the owner's property they must be on a leash attached to a collar or harness, unless the town designates an area otherwise.20 In town parks, dogs stay leashed until they reach the dog park's transition zone, and owners must pick up after them.21 Owners must also remove dog waste from streets, sidewalks, public areas and other people's property. Prolonged, habitual barking that seriously annoys neighbors is a nuisance. A violation of the animal chapter is a misdemeanor with a fine of up to $100 or up to 30 days in jail.20

Richlands

Animals must stay under their owner's immediate control; off the owner's property, dogs must be on a leash attached to a collar or harness.23 Dogs must wear a collar or harness with a current rabies tag at all times, owners must remove their dog's waste from public places and other people's property, and habitual barking between 10 p.m. and 6 a.m. that disturbs neighbors is a public nuisance. A violation is a misdemeanor with a fine of up to $50 or up to 30 days, and each day is a separate offense.23

Barking, Waste, Rabies Tags and Fines

  • Barking: the county ordinance treats excessive, continuous or untimely barking, whining or howling as a nuisance.7 Jacksonville's noise rules also cover animals whose frequent or long-continued noise disturbs neighbors.3
  • Dog waste: Swansboro, Richlands and North Topsail Beach require owners to pick up.20,23,19 Jacksonville asks trail users to pick up after their pets.5
  • Rabies: in Onslow County, dogs must be vaccinated by 4 months of age, and an owner whose dog has no tag must produce the tag or certificate within 72 hours of an officer's demand.7
  • Licensing: the county ordinance has no general dog license. Registration is required only for dogs declared dangerous or potentially dangerous.7

What This Means for Training

Because a leash is required almost everywhere outside your own property, the skill most Jacksonville dogs need every day is calm, loose-leash walking. That is part of our basic obedience lessons. Off-leash reliability matters for the places where off leash is legal, like your own yard or a fenced dog park, and for the moment a leash slips. Our 2-week board and train trains full off-leash Recall. One point to know if your dog trains with an e-collar: county and state parks do not accept it in place of a physical leash.8,17
